Statement of Services: The Finance Department prepares and maintains the City's financial statements in compliance with the requirements of the Governmental Accounting Standards Board. The Finance Department is responsible for all accounting, pension administration, risk management, and treasury functions. The Finance Department also assists in budget development, implementation, maintenance, and control. Additionally, the Finance Department provides support services to other departments including being part of the management team in labor negotiations with all employee bargaining units. The Department strives to continue improving the on-line data processing of financial reporting, accounting, accounts payable, budgeting, cash receipts, payroll, pension management, purchasing and encumbrance system, tax and utility billing and collections. NOTICE - CHANGE TO SUMMER TAX BILL
Beginning in July 2003, the State of Michigan is requiring all cities and townships to collect the State Education Tax (SET) in its entirety on the summer tax bill. Previously, the SET was split equally between the summer and winter tax bills. For tax year 2003, the SET will be reduced to 5 mills. In tax year 2004, the SET will be levied at the full rate of 6 mills. The SET is collect by the City Treasurer for distribution to the State of Michigan.
