City Strategic Plan


In the fall, the City Department Heads, City Manager and City Council undertake a review of the overall City priorities and direction. This strategic planning exercise takes the form of reviewing the current Goal Plan and developing and evaluating new goal proposals for the coming year. The process ends with the formal adoption of the organizational mission statement, goals and strategic work plans in December.

Strategic Planning

Starting in the fall of 2018, City Council and Staff worked to develop plans that articulated a future vision for the community. These plans considered everyone who lives, works, or visits Madison Heights and centered on creating a solid tax base to allow us to build a strong community and provide services at superior levels. We are now in year five of the original Plan that was expanded to include a 6th focus area last year. These priority areas continue to be: 1) Public Safety 2) Infrastructure and Capital Assets 3) Quality of Life 4) Economic Development 5) Financial Sustainability and 6) Sustainability.
