Statement of Services

The Finance and Treasurer's Department provides all comprehensive financial services to the City government including all monetary collections and investing City money into investment vehicles governed by Public Act 20, recommending financial policies to the City Manager, maintaining all the City's financial transactions and statements in compliance with the requirements of the Governmental Accounting Standards Board, providing support to the departments with financial, budgetary and compliance oversight. The Finance Department is also responsible for all accounting, pension administration, payroll, debt management, risk management, and treasury functions. The Finance Department also is key in budget development, implementation, maintenance, and control.

Additionally, the Finance Department provides support services to other departments including being part of the management team in labor negotiations with all employee bargaining units.

Payment Terms

ALL UTILITY BILLS ARE DUE AND PAYABLE UPON RECEIPT. Each billing cycle will consist of a 3-month period. The due date listed on your bill applies only yo the current charges listed and does not extend the time for payment of the pervious billing. Failure to receive your bill does not relieve the responsibility of timely payment. A late penalty of 10% is applied to the balance due of the current bill.
